Fighting Corruption

Forms of corrupt behaviour that you can report to us:

  • Active corruption;
  • Passive corruption;
  • Conflict of Interest;
  • Receipt of gifts/invitations;
  • Lobbying;

All other activities that violate legal requirements and ethical norms and rules of conduct, as well as violations of Bulgarian and European legislation under the scope of Article 3 of the Whistleblower Protection Act, promulgated by the Bulgarian Parliament on the protection of whistleblowers or public disclosure of information on violations. No. 11 of 2 February 2023, in force from 04.05.2023 (the "Whistleblowers Protection Act").
IF YOU HAVE WITNESSED CORRUPT BEHAVIOUR, ABUSE OF OFFICE OR OTHER MISCONDUCT BY OUR EMPLOYEES YOU CAN SUBMIT YOUR REPORTS AS FOLLOWS:

  • By email to : [email protected]; or
  • For reports under the HIPAA, by email to : [email protected] or by mail to : 1000 Tsar Boris III Blvd 159, et. al. 11, on which under the address of the recipient is written the text "signal under the HIPAA".

What we need to process your signal as quickly and efficiently as possible:

In order for your alert to be processed, it must contain the following minimum information:

  • the sender's full name, address and telephone number, as well as an e-mail address if available;
  • the name of the person against whom the report is made and their place of work, if the report is made against specific persons and they are known;
  • particulars of the offence or of a real risk of an offence being committed, the place and period of the offence, if any, a description of the act or the situation and other circumstances, in so far as such are known to the person making the report;
  • the date of the alert;
  • signature, electronic signature or other identification of the whistleblower;

In order to process a written whistleblower report under the requirements of the Whistleblower Protection or Whistleblower Disclosure Act, a Whistleblower Registration Form must be completed.
The alert may be accompanied by any sources of information supporting the allegations made and/or reference to documents, including details of persons who could corroborate the information reported or provide additional information Reports that contain manifestly false or misleading statements of fact shall be returned with instructions to the sender to correct the statements and to inform the sender of the responsibility for the allegation.
Anonymous alerts are not processed, so we ask that you provide feedback information when submitting an alert.
Your anonymity is guaranteed under the Whistleblower Protection Act.
